After the Civil War the government moved quickly to control the western Indian tribes, and this treaty is one of the first actions taken. The treaty was concluded Oct. 19, 1865 at Fort Sully, Dakota Territory, amended, and proclaimed March 17, 1866. The treaty calls for the Sioux's subjugation to the U.S. government, the ceasing of Sioux attacks on whites and their withdrawal from overland routes made through their country. The government agrees to pay them $7000 annually for twenty years for allowing free travel on these routes. The treaty is signed in print by Brig. Gen. Sibley, among others.
